Mr. Mohamed Benalilou, Chairman of the National Authority for Probity, Prevention and Fight ‎against Corruption of the Kingdom of Morocco, and Mr. Kamran Aliyev, Prosecutor General of the ‎Republic of Azerbaijan, signed a memorandum of understanding on preventing and fight ‎corruption in Baku, the Azerbaijani capital, on Tuesday October 27, 2026, in the presence of the ‎Ambassador of His Majesty the King to the Republic of Azerbaijan.‎

The signature reflects a shared determination to raise cooperation between the two institutions to the ‎level of a partnership that strengthens their capacity to tackle corruption and enables the exchange of ‎knowledge and experience on its risks and its constantly evolving methods. It also demonstrates the ‎Authority’s openness to international partnerships that make it possible to develop tools for ‎preventing and combating corruption, and to enhance the contribution of Morocco’s experience to ‎joint efforts to embed integrity and combat corruption.‎

The significance of this partnership lies in the fact that it brings together a national institution ‎dedicated to integrity and to preventing and combating corruption, and a public prosecution service. ‎This opens the way to deeper complementarity between preventive approaches and law ‎enforcement functions, within the remit of each party. Such complementarity meets a growing need in ‎the face of a phenomenon whose effects extend beyond national borders, and which calls for ‎responses that link an understanding of the causes and factors of corruption with the development of ‎the capacity to detect its methods and fight against them.‎

The areas of cooperation include capacity building, through exchanging experts’ visits and specialized ‎training programmes, and the conduct of scientific studies and research on the causes of ‎corruption, the factors that encourage it, and ways of measuring both corruption and the efforts to ‎fight it. They also include the exchange of experience and best practices in developing, ‎implementing and evaluating policies and strategies, for the support of the use of comparative ‎experiences that have proven their effectiveness.‎

The signed memorandum also allows for the exchange of information on measures to prevent and ‎combat corruption, as well as of knowledge on the criminal methods that lead to it and on ways of ‎preventing it, in accordance with the powers vested in each party and the rules laid down in their ‎national legislation. In doing so, it supports the development of knowledge-based policies that benefit ‎from comparing experiences. In addition, exchanging experience on criminal methods creates ‎opportunities to strengthen anticipation and modernize prevention tools in line with shifts in ‎corruption risks.‎

Through this memorandum, the two parties reaffirmed their commitment to strengthening ‎international cooperation in compliance with the United Nations Convention against Corruption, ‎in the belief that capacity building, knowledge sharing and joining efforts at the ‎international level are essential pillars for tackling corruption.‎
