Established within the Authority and placed under the authority of the President, the Observatory is entrusted, pursuant to the provisions of Law No. 46-19, with the following missions:
Follow up and study of the various forms and manifestations of corruption in the public and private sectors and evaluate their repercussions
Development, analysis and update of the national databases on corruption manifestations in the public and private sectors
Conduct studies and statistical surveys on corruption manifestations and assess their extent and impact
Follow up and evaluate the effectiveness and impact of public strategies and policies in the areas of integrity, prevention and fight against corruption and support the relevant taken measures
Implement national indicators to measure corruption manifestations and follow up the evaluation of its situation, while considering the relevant international indicators relating to prevention and fight against corruption measures
To carry out its missions, the Observatory undertakes the following main activities:
Monitoring constitutes the core function of the INPPLC Observatory. In this regard, the Monitoring Department is tasked with establishing an information system that enables the INPPLC to gather forward-looking intelligence on corruption and its developments, with the aim of anticipating, mitigating, and reducing risks associated with the impacts of this phenomenon.
Through this lens, the Observatory’s monitoring mission seeks to:
Collect, process, and analyze relevant information
Disseminate customized information outputs (e.g., newsletters, email alerts)
Develop a comprehensive global database
The organization of conferences and events is is closely tied to the Observatory's monitoring activity. This plays a major role in the Observatory's monitoring activities, since these activities enable the Observatory to collect and disseminate knowledge and know-how among partners, institutions, civil society and researchers.
The organization of conferences and events enables the Observatory from achieving the following objectives:
Collect information (quantitative, qualitative, scientific …) related to corruption and other themes, through presentations, discussions and debates;
Raise awareness and institutional communication, as well mobilizing partners around specific programs or anticorruption strategies
Disseminates and promotes the INPPLC’s work (studies, surveys, reports, etc.)
Strengthens human resource capacities on corruption-related topics and relevant areas
The mission of the Studies and Surveys Department is to deepen the objective understanding of the corruption phenomenon through a range of research and analytical activities, including:
Organizing and implementing strategic monitoring on the Authority’s areas of focus and its broader environment
Developing and updating the Authority’s comprehensive database
Evaluating policies and practices related to the prevention and fight against corruption
Analyzing the various tools and mechanisms used to measure corruption and related topics
Performing statistical analysis of the collected data
The INPPLC conducts analyses based on existing (collected) data and information, or data generated through its own surveys. These analyses aim to produce findings and conclusions that feed into the central database and support the evaluation of anti-corruption policies and programs through monitoring and impact indicators.
The follow up and evaluation of the anti-corruption policies and programs is one of the Observatory’s main activities. Based on the results of the follow up and monitoring, this process allows for the development of objective conclusions and recommendations concerning strengths and weaknesses. It also provides detailed information on the effectiveness and efficiency of actions and projects implemented, as well as on the outcomes and impacts achieved
