In line with the provisions of the Constitution and Law No. 46.19, the Authority is entrusted with a broad mandate to drive and coordinate national efforts in preventing and combating corruption. Its core responsibilities include developing, overseeing, and monitoring the implementation of anti-corruption policies; gathering and disseminating relevant information; fostering integrity and transparency in public life; and promoting good governance, a strong culture of public service, and the values of responsible citizenship.
To fulfil this mission, the Authority works in close collaboration with public authorities, institutions, and relevant stakeholders. This cooperative and complementary approach aims to advance a culture of integrity across all sectors and to strengthen the nation’s resilience against corruption.
1. Suggest the strategic orientations of State policy on prevention and fight against corruption, and promote the adoption of effective mechanisms and measures to ensure their successful implementation.
2. Issue its opinion on the national strategy and the public policies related directly to the prevention and fight against corruption, and their implementation plans.
3. Ensure the follow up of the implementation of the National Strategy and public policies on prevention and fight against corruption.
4. Develop an educational and social integrated national strategy on values of probity, mainly in the area of education and training.
5. Develop and disseminate guidelines for the dissemination and promotion of probity values in public services management and other institutions and bodies in the public and private sectors.
6. Develop and implement communication and awareness raising programs to disseminate values of probity and ensure their implementation within civic education and the culture of public interest.
7. Submit to the government or to the two houses of the Parliament recommendations or proposals aiming to disseminate and to enhance values of probity and transparency and to introduce principles of good governance, public service culture and values of responsible citizenship.
8. Provide advisory support, at the request of one of the two houses of the Parliament, in the evaluation of public policies within the Authority’s areas of action and attributions.
9. Develop and supervise special programs for corruption and contribute to the moralization of public life, coordinate such programs and ensure their implementation in cooperation with all the concerned authorities.
10. Submit recommendations to the concerned public authorities and institutions, to contribute to the development of integrated and complementary anti-corruption plans and programs.
11. Disseminate and promote good governance rules, in accordance with the public service charter provided for in article 157 of the Constitution, as well as corporate governance principles applicable to enterprises, associations and professionals, trade unions and political entities, ensuring transparency in their management.
12. Carry out and publish studies and thematic reports on the manifestations of corruption and ways of preventing and fighting against it.
13. Review reports issued by international, regional and national organizations assessing the situation of prevention and fight against corruption in Morocco, suggest the necessary actions and measures for the improvement of this situation and follow up the implementation of the relevant international commitments of Morocco, in coordination with the relevant ministries and institutions.
14. Establish cooperation frameworks with public entities, NGOs, universities and national and international research centers with similar objectives in the prevention and fight against corruption, and participate at the relevant international conferences, to strengthen anti-corruption measures and exchange expertise.
15. Coordinate the preparatory works of Morocco’s participation in the international and regional events and meetings related to the prevention and fight against corruption.
16. Submit recommendations to the competent authorities to facilitate the ratification or accession of Morocco to the relevant international and regional conventions and treaties and this, in cooperation with the governmental authority in charge of foreign affairs.
17. Ensure coordination and follow up actions at the national level to for implement the international commitments arising from international treaties ratified by Morocco in the field of prevention and fight against corruption.
18. Submit recommendations to ensure the compliance of the national legislation with the provisions of the international anti-corruption conventions and with the other relevant conventions ratified by Morocco.
1. Receive and examine of denunciation, complaints and information relating to corruption cases, verify the accuracy of acts and facts related to it and refer them, when need may require, to the competent authorities.
2. Receive and examine denunciations, complaints and information related to the administrative and financial crimes and take the necessary measures in line with Authority’s mandate.
3. Carry out surveys and investigations on corruption cases submitted to the Authority.
4. Deepen investigations or further inquiries from relevant parties into facts that may, based on data, information or indexes, available to the Authority, represent cases of corruption and take, in the light of the achieved results, take the necessary steps to support appropriate legal follow-up.
5. Carry out at the request of the public authorities any administrative inquiry on specific facts bearing evidence on the existence of suspicion of corruption and draft reports for the requesting authority.
6. Provide technical expertise and support to judicial authorities, within the scope of the Authority’s mandate, in connection with corruption-related cases brought before the courts.
1. Issue its opinion, on its own initiative or at the request of the government or one of the two houses of the Parliament, as applicable, on draft laws or law proposals and on projects of regulatory texts related to the prevention and fight against corruption.
2. Issue its opinion at the request of the government on any program, measure, project or initiative aiming at preventing or at fighting against corruption.
3. Submit to the government any proposal or recommendation on the simplification of procedures and administrative formality aiming at preventing or at fighting against corruption.
1. Contribute, on periodic and continuous basis, to the evaluation of public policies of the prevention and fight against corruption and their impact on the development of the situation of corruption per sector and per territory nationwide.
2. Submit any recommendation or proposal to the two houses of the Parliament or to the government, as applicable, to support the effective implementation of such policies, ensure their effectiveness and achieve the intended objectives.
