The National Authority for Probity, Prevention and Fight against Corruption (INPPLC) launched on Monday, October 5, 2026, a training program on the methodology for developing policy papers in the field of probity, prevention and the fight against corruption. The initiative aims to strengthen the contribution of research to shaping public policy and to turn knowledge into a source of policy proposals that support decision-making and safeguard the public interest. 

 

Bringing together twelve participants, the program reflects the Authority’s commitment to broadening engagement in the fight against corruption and creating opportunities for researchers to contribute to developing responses to probity and governance challenges. In doing so, it seeks to strengthen the ties between public debate, institutional decision-making and societal expectations. 

 

In his opening remarks, Mr. Mohamed Benalilou, Chairman of the Authority, stressed that fighting corruption requires a continuous capacity to renew policies, critically examine the choices underpinning them and propose alternatives that meet the requirements of effectiveness. The key challenge, he noted, is to develop proposals that can inform public decision-making and translate the commitment to probity into tangible results subject to monitoring and accountability. 

 

He emphasised that contributing to the shaping of public policy is a responsibility that requires combining independent thinking with a strong capacity to put forward proposals, while linking recommendations to the conditions required for their implementation and to the changes they can bring about in the functioning of institutions and in citizens’ lives. Knowledge acquires public value when it helps identify shortcomings, broadens the range of reform options and supports decisions that are more responsive to the public interest. 

 

In this context, the Chairman of the Authority called for elevating the debate on corruption and moving beyond preconceived judgements and sweeping narratives that hinder understanding of the phenomenon and obscure ways of addressing it. He stressed that the seriousness of anti-corruption efforts is demonstrated by the ability to diagnose the causes of corruption, identify responsibilities and propose implementable reforms whose results can be assessed and subjected to accountability, thereby strengthening the credibility of institutional action and public trust in it. 

 

He also underlined that researchers’ critical independence is a source of strength for this initiative and that the Authority is counting on their contribution to raise difficult questions, challenge prevailing assumptions and broaden the range of reform options. 

 

The program builds on an initiative launched by the Authority last July, when applications were opened to researchers, PhD students, professionals and those interested in probity and public policy issues. It reflects the Authority’s commitment to mobilising expertise and broadening participation in the development of more effective anti-corruption policies. 

 

The program lays the foundation for a five-year process through which the Authority aims to build a continually renewed pool of proposals and strengthen the role of research papers in informing public decision-making and advancing reforms that promote probity and safeguard the public interest. 

 

Concluding his remarks, which were followed by an open discussion with participants, the Chairman of the Authority expressed the ambition for this process to produce papers worth reading, proposals worth debating and options that can be translated into decisions that safeguard the public interest. He reaffirmed that the program is ultimately intended to strengthen the capacity of knowledge to make a meaningful impact on reform choices and their outcomes.
