Mohamed Benalilou, Chairman of the National Authority for Probity, Prevention and Fight against Corruption (INPPLC), and Danny Woo, Commissioner of Hong Kong’s Independent Commission Against Corruption (ICAC), signed a Memorandum of Understanding on September 8, 2026, establishing a structured and sustainable institutional framework for cooperation between the two authorities. The MoU paves the way for the exchange of expertise and knowledge, the strengthening of professional and institutional capacities, and the development of joint initiatives in prevention and the fight against corruption. 

The MoU was signed during a working visit by the INPPLC Chairman to Hong Kong’s ICAC, coinciding with his participation in the 11th Belt and Road Summit. The visit provided an opportunity to explore prospects for bilateral cooperation and gain insight into ICAC’s experience, particularly its integrated approach to law enforcement, prevention and community awareness-raising, built on more than five decades of expertise since its establishment in 1974. 

The MoU places cooperation between the two institutions on a more structured footing, providing a framework for knowledge and expertise sharing, capacity building and the exploration of new areas of joint action in response to evolving anti-corruption challenges. 

Alongside bilateral cooperation, the visit also provided an opportunity to discuss ways of strengthening multilateral action within the International Association of Anti-Corruption Authorities (IAACA). Discussions focused on the Association’s priorities, ways to further cooperation among its members, and emerging issues and challenges requiring more coordinated responses at the international level. 

Particular attention was given to preparations for IAACA’s upcoming Annual Conference, on the occasion of the 20th anniversary of the Association, which will be held in Marrakech from 24 to 26 November 2026. Danny Woo, President of IAACA, and Mohamed Benalilou, Chairman of the INPPLC and a member of IAACA’s Executive Committee, discussed ways to make the conference an opportunity to strengthen cooperation and exchange perspectives on the evolving trends and challenges facing international efforts to promote probity and fight corruption. 

Taken together, the various dimensions of the visit reflect an approach that seeks to link probity with economic and investment cooperation, build effective bilateral partnerships with counterpart institutions, and strengthen INPPLC’s contribution to multilateral international cooperation. This approach supports Morocco’s presence and contribution to international forums and efforts aimed at preventing and fighting corruption. 

INPPLC’s participation in the 11th “Belt and Road Summit” is also a part of a broader international approach aimed at bringing probity and transparency issues into economic and financial dialogue. It further highlights the role of corruption prevention in strengthening trust, protecting business environment, and supporting cooperation and development.
