The Council of the Authority is composed of twelve (12) members in addition to its President, appointed from among individuals with recognised experience, expertise, and competence in the Authority’s areas of activity, and who are known for their integrity, impartiality, uprightness, and probity.
The members of the Council are appointed, in accordance with the principle of gender parity, for a five (5) year term, renewable once, as follows:
Mr. Abdeslam Imani, born in 1955, was appointed by His Majesty the King Mohammed VI, may God assist him, on Monday October 24, 2022, as a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mr. Abdeslam Imani earned BA in private law from Mohammed V University of Rabat in 1979 and a graduate degree in private law from the same university in 1982.
Mr. Abdeslam Imaniserved in a number of positions in the judiciary, including Deputy Public Prosecutor at the Special Court of Justice from 1984 to 1994, then Public Prosecutor at the Court of First Instance of Tangier and Public Prosecutor at the Court of First Instance of Rabat.
Mr. Abdeslam Imaniwas elected by the Kingdom's magistrates as a member of the Supreme Council of the Judicial Power for two consecutive terms from 2006 to 2016.
Mr. Abdeslam Imaniis author of several publications, articles and scientific and professional contributions relating to legal and judicial affairs.
Mrs Nadia Anouz, born in 1975 in Rabat, was appointed by His Majesty the King Mohammed VI, may God assist him, on Monday October 24, 2022, as a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mrs Nadia Annouz holder of PhD in public law and a graduate diploma in law and local communities management from Moulay Ismail University of Meknes, and BA in law – option: « Political sciences » from Sidi Mohammed Ben Abdallah University of Fez. She is also holder of a university diploma in international environmental law from University of Limoges and an international diploma from the National School of Administration (ENA) of Strasbourg, in addition to her participation in various training sessions and internships at the national and international levels.
Being a General Finance Inspector, Mrs Nadia Annouz served in various positions in the public service, including the Inspectorate General of Finance, at the Treasury General of the Kingdom of the Ministry of Economy and Finance from 2001 to 2013. She also served as the Inspector General at the High Commissioner for Planning until her appointment as a member of Council of the National Authority for Probity, Prevention and fight against Corruption.
In her capacity as part-time lecturer, Mrs Nadia Annouz taught taxation of local communities for master’s degree students and the faculty of legal, economic and social sciences of Rabat, and supervised training sessions on audit, public finance, results-based management and the General Civil Service Regulations for the National School of Administration Students in Rabat.
In terms of community involvement, Mrs Nadia Annouz was the Chairwoman of the of The Network of Inspectors General of the Ministries. She also was a member of the Bureau of the Association of members of the Inspection General of Finance and member of the Moroccan Association of former students of the National School of Administration (ENA).
His Majesty the King Mohammed VI, may God assist him, appointed on October 22, 2022, Mme Dounia Ben Abbas Taaraji as a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mrs Dounia Ben Abbass Taaraji is holder of a Diploma from Paris Business School, a diploma in Business Law from Paris II University, a Diploma from Harvard Business School in Boston USA, and a Corporate Directors Certificate from the Moroccan Institute of Corporate Directors at International University of Rabat.
Mrs Dounia Ben Abbass Taaraji served in various positions in the Moroccan banking sector and this following her 8 years of experience in Paris.
In 2001, His Majesty the King Mohammed VI, appointed her as a Director of the Securities Ethic Council (CDVM).
In 2019, his Majesty the King appointed Mrs Taarji as a Director General of Hassan II Fund for Economic and Social Development. In addition, she is a member of the administrative board of a number of companies where Hassan II Fund holds shares, including Royal Air Maroc, Tanger Med Special Agency (TMSA), Autouroutes du Maroc, Masen and Casa Tramway.
As civic society activist, Mrs Dounia Ben Abbas Taaraji has been a member of the «Corporate Social Responsibility» committee at the General Confederation of Moroccan Companies (CGEM) since 2008 and was a vice-president of this committee from 2009 to 2018. She is also a founding member of Morocco’s “Club of Women Company Directors”, member of the administrative committee of “Heure Joyeuse” association and member of the administrative board of Zagora association since 2011.
His Majesty the King Mohammed VI, may God assist him, appointed on Monday October 24, Mr. Abdessamad Saddouq as a member of the Council of the National Authority for Probity, Prevention and fight against corruption.
Mr. Abdessamad Saddouq holds an engineer diploma in energy from Mohammadia School of Engineers (EMI) in Rabat in 1984, a graduate diploma in management from the Higher Institute of Commerce and Business Administration (ISCAE) in 1991, an MBA ENPC-EHTP in 2000 and Corporate Directors Certificate from the Moroccan Institute of Corporate Directors in 2015.
He moved to the National Office of Electricity, where he headed different departments, including the Purchasing Department, the Rural Electrification Department and the Investments and Partnerships Department, as well as organization and auditing responsibilities.
Mr. Abdessamad Saddouq is the first chairman of ethics committee of the National Office of Electricity; which is in charge of the office’s code of conduct.
Mr. Abdessamad Saddouq has been an activist in the fight against corruption in the Moroccan Anti-corruption Association «Transparency Maroc» est également un militant civique dans le domaine de la lutte contre la corruption au sein de l'Association marocaine anti-corruption « Transparency Maroc » since 1999, where he held the position of the Secretary general from 2012 to 2016. In addition, he was the chairman of « Ethics and Gouvernance » committee at the General Confederation of Moroccan Companies (CGEM) from 2008 to 2012.
Mr. Abdessamad Saddouq was as well a member of the Central Authority of Corruption Prevention (ICPC) from 2008 to 2012. Since 2017, he has been a member of the National Anti-corruption Commission in his capacity as a representative of the Moroccan Anti-corruption Association « Transparency Maroc ». He also was a memeber of the Committee for drafting the reference book of « Transparency International » on French-speaking Africa.
Mrs Ghita Lahlou was appointed, on Monday October24, 2022, as a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mrs Gita Lahlou holds a diploma from Ecole Centrale Paris with more than 25 years of experience in Business foundation, management, restructuring and development (human resources, finance, insurance, etc).
Mrs Ghita Lahlou is an active economist, serving in various positions in many corporations and companies, such as Saham and Société Générale Maroc .
She is also a member of the administrative board of the General Confederation of Moroccan Companies (CGEM), member and chairwoman of the « Human Capital » committee at the CGEM and Director of Ecole Centrale of Casablanca since 2014.
She is also an associative and educational activist in a number of associations, such as « Les Citoyens » and « Mieux vivre ensemble » movement.
Besides, Mrs Ghita Lahlou was appointed in 2019 as a member of the New Development Model Commission.
Mrs Naima Benwakrim, born in 1961 in Casablanca, was appointed as a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mrs Naima Benwakrim had served in various positions related to human rights, including as councilor in terms of women’s rights and civil society at the Cabinet of the Minister of Human Rights (1998), at the cabinet of the Deputy Minister in charge of situation of women, the protection of the family and children and the integration of people with disabilities (2000) and at the cabinet of the Minister of employment and vocational training (2008).
Furthermore, Mrs Naima Benwakrim served in a number of institutions involved in human rights, such as the Equity and Reconciliation Commission in 2004, the Human Rights Advisory Council in 2005, and the National Human Rights Council as a director of the protection and observation of human rights from 2011 to 2016.
She is also a member of the Central Authority of Prevention of Corruption (ICPC) from 2009 to 2012.
Mrs Naima Benwakrim is a civic and associative activist in a number of women’s and human rights associations and a number of networks for promoting women’s conditions. She is the chairwoman of « l’Espace Associatif » association and a member of the national council of « Transparency Maroc » association.
Mr. Rachid Medouar, born in 1964 in Casablanca , was appointed on Monday October 24, 2022, a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mr. Rachid Medouar holds a PhD in law from the Faculty of Legal, Economic and Social Sciences of Agdal, Mohammed V University of Rabat, and a PhD in Islamic Studies from Dar El Hadith Al Hassania Institute in Rabat relevant - Al Quaraouyine University.
Mr. Rachid Medouar is a higher education teacher ( option: Constitutional law and political sciences) at the Faculty of Legal, Economic and Social Sciences of Mohammedia. He is the head of constitutional justice, human rights and evaluation of public policies at the laboratory of public law and human rights Faculty of Legal, Economic and Social Sciences of Mohammedia.
He is the publishing director and editor of the scientific journal “Dafatir Barlamania” (Parlementary notebooks).
Mr. Rachid Medouar was elected member of parlement during for three legislature in row from 1997 to 2008, when he was elected member of the Bureau, then vice-chairman of the House of representatives. He also was appointed member of the constitutional council from 2008 to 2017.
Mr. Rachid Medouar published more than 15 books on parlementary law, constitutional justice and Chariaa sciences.
Mr. Abdelmounim Mouhsini, born in 1971 in Berkane , was appointed on Monday October 24, 2022, a member of the Council of the National Authority for Probity, Prevention and fight against Corruption.
Mr. Abdelmounim Mouhsini holder of a graduate diploma in Business Law from Mohammed 1st University of Oujda and pursued a training at the Judiciary Studies Institute in Lille, France.
Mr. Abdelmounim Mouhsini served in several positions and assumed various missions in many public institutions and administrations, such as the Directorate of Budget at the Ministry of Economy and Finance, the Crédit Immobilier et Hôtelier (CIH), the Judicial Agency of the Kingdom and the House of representatives.
Mr. Abdelmounim Mouhsini has developed a solid expertise in various legal fields, such as public finance law, administrative law, constitutional law, banking law, criminal law, public procurement decree, commercial law and defending State’s interest before the courts.
Mrs Amina Figuigui, born in 1968, was appointed on Monday October 24, 2022, as a member of the National Authority for Probity, Prevention and fight against Corruption.
Mrs Amina Figuigui, who is the first Moroccan woman to obtain the national diploma of certified accountant in 1996, has been the Director General of the National office of Fisheries (ONP) since 2010.
Mrs Amina Figuigui served previously in responsibility positions at the Caisse de Dépôt et de gestion (CDG) and at the Moroccan Regulatory Authority (CDVM), and taught is many national higher education schools and institutes.
Mrs Amina Figuigui is also an activist in a number of professional associations. In fact, she is a member of the administrative board of the Moroccan Confederation of the Moroccan Companies (CGEM), member of « Club of Women Entrepreneurs » in Morocco, of the Mediterranean Certified Accountants Federation, etc.
Mr. Noureddine Mouaddib, born in 1961, was appointed on Monday October 24, 2022, as a member of the National Authority for Probity, Prevention and fight against Corruption.
Mr. Noureddine Mouaddib holds PhD in computer sciences from Henri Poincaré University of Nancy (France) in 1989, where he earned his habilitation in 1995 to conduct researches in computer sciences.
Mr. Noureddine Mouaddib served as university lecturer at Henri Poincaré University of Nancy in 1990. He also served as professor of Higher Education Universities at Nantes University in 1996.
M. Noureddine Mouaddib, was previously a Research Director at Polytech School of Nantes, and author of more than 100 scientific papers at the international level.
Mr. Noureddine Mouaddib contributed to the scientific cooperation with the World Health Organization (WHO) between 1985 and 1992.
Mr. Noureddine Mouaddib, founder and the Chairman of the International University of Rabat, is expert in higher education development projects, higher education establishments management and information system management.
Mr. Noureddine Mouaddib, appointed by His Majesty the King Mohammed VI as a member of the Higher Council of Education, Training and Scientific Research, on July 16, 2014, was also appointed by His Majesty as a member of the National Council for Human Rights (CNDH) from 2011 to 2018.
Besides, Mr. Noureddine Mouaddib is the founding and active member of « Ajial » foundation for the promotion of human rights and « Wachma » association, in Nantes, dedicated to defend the interests of the Moroccan expatriates residing in this city, as well as of the « Club 21ème Siècle » think tank.
Mrs Rabha Zeidguy was appointed on Monday October 24, 2022 as a member of the Council of the National Authority for Probity, Prevention and fight against corruption.
Mrs Rabha Zeidguy is holder of a PhD in legal sciences from Hassan II University of Casablanca, following pursuing her studies in languages in the USA and at Geneva translation school.
Mrs Rabha Zeidguy is currently full professor at Mohammed VI Polytechnic University. Her professional career brought together academic work and serving in higher positions in the public service. She was a professor at the National School of Administration (ENA) and part-time professor in a number of Moroccan and French universities.
In 1996, she served as the head of administrative and legal affairs department at the Moroccan Regulatory Authority (CDVM), and became a member of its administrative board from 2002 to 2015.
In 2005, Mrs Rabha Zeidguy was appointed Director of the administrative reform at the Ministry of Modernizing the Public Sector, then a Secretary General of the Central Authority for Prevention of Corruption (ICPC) from 2008 to 2011.
May 25, 2011, His Majesty the King Mohammed VI appointed her as a member of the Higher Council of Audiovisual Communication, then a member of the National Dialogue on Justice Reform (May 2012 – June 2013).
Mrs Rabha Zeidguy was awarded on July 2013 by His Majesty the National Award of Merit, rank of officer.
Mr. Abdelkhalek Achammachi, born in 1964 in Al Hoceima, was appointed on Monday October 24, 2022, a member of the Council of the National Authority for Probity, prevention and fight against Corruption.
Mr. Abdelkhalek Achammachi holds a graduate diploma (DES) in public law and BA in law from Mohammed 1st University of Oujda. He participated in a number of training session and internships at the national and international levels.
Mr. Abdelkhalek Achammachi started his professional career in 1997 as a provincial inspector at the Judicial Office of the Kingdom.
He has worked at the financial courts sisnce 1999, where he was appointed at the Public Prosecution of the Court of Accounts, then as the presiding judge of the specialized chamber for budgetary and financial discipline, and later as a member of the appeals chamber deciding on appeals against final judgments of the Regional courts of accounts.
Mr. Abdelkhalek Achammachi, distinct-ranking judge, joined the National Authority for Probity, prevention and fight against Corruption in February 2022, where he served among the officers in charge of carrying out enquiries and investigations.
Mr. Abdelkhalek Achammachi served also as part-time professor at the Faculty of Legal, Economic and Social Sciences of Sale, where he teaches disciplinary justice for administrative jurisdictions Master’s Degree students. He also supervised many university research papers.
The appointment of the twelve (12) members of the council and the Secretary General of the Authority was announced in a statement issued by the Royal Cabinet on October 24, 2022.
The swearing-in and installation of the members of the Authority’s council took place during its first meeting held on 1st November 2022, following their taking of the legal oath during a solemn ceremony the same day at the Court of Cassation.
